On June 8 th, a business breakfast on the topic "The use of BIM-technologies in construction. International experience and modern approaches to construction contracting in Russia".
On January 1st, 2022, according to the RF Government Decree № 331 of March 05, 2021, all projects, implemented with use of public funds, must be designed using BIM-technology.
Building Information Modelling (BIM) - is a process that results in the formation of an information model of the building (facility), with each stage corresponding to a model that shows the amount of processed information at that time (architectural, design, technological, economic) about the building or facility, which has access to all interested parties.
All State ordered facilities must have an information model if the contract for design is concluded after the1st of January, 2022. This requirement applies to federal, regional and municipal customer authorities.
In his opening speech, the Vice-President of the MCCI, Mr.Suren Vardanyan, noted that "so far lawmaking has not kept pace with the processes, taking place in the actual, present space and time. And this affects the activities of companies and the speed of implementation of certain solutions.
Mr. Alexander Kozlov, the Deputy Minister of Construction, Housing Utilities and Communal Services of the Russian Federation, made a presentation about digitalization of the Russian construction industry, focusing on information modelling technologies. He dwelt separately on the indicators of the National goals.
"The national goals were approved by a Presidential Decree, which came out last summer. Among them are those that relate directly to the construction and housing industry. The volume of housing construction should be brought to 120 million square meters per year, and housing conditions should be improved annually for 5 million families. The average index of urban environment quality should grow by half," reminded Mr. Kozlov.
And at the same time he noted that there are national goals that relate to digitalization, and it is important that 95% of universal, socially important services, should be available in electronic form, while construction, housing and communal services should be widespread among socially important services."It is necessary to bring the level of domestic software products to the level that would at least suit the State’s customers in the shortest possible time. We certainly have good developments and software products, but we need support on all fronts," said the Deputy Minister of Construction, Housing and Communal Services of the Russian Federation..
Mr. Kamil Karibov, a lawyer and partner of the law firm Beiten Burkhardt, talked about the legal aspects of the implementation of BIM technologies in Russia: the international experience, problems and solutions. “One has to understand that BIM is not only a design method.
Primarily, it is a certain process of project management, where a number of questions arise: the emergence of new roles and functions, the rights of access to data, the coordination of participants, the hierarchy in the BIM-documents, data protection," - said Mr. Karibov.
Ms. Elena Platonova, the Head of the Moscow Chamber of Commerce and Industry’s Engineering Subcommittee, and Mr. Maxim Grebennikov, the Vice-President of the National Chamber of Engineers, spoke at the panel discussion, discussing whether a State order is ready for BIM application from January 1, 2022 and what obstacles should be eliminated.
Mr. Alexander Bezborodov, a lawyer and partner of the law firm Beiten Burkhardt, told about the first court practice of BIM projects’ construction disputes and legal aspects of BIM application, as well as the influence of BIM on construction procurement and contract law.
Concluding the event, Mr. Vardanyan urged the participants to send their questions to the MCCI to aggregate and accumulate them in order to submit the inquiries to the Ministry of Construction.
