On May 26th, the Day of Russian entrepreneurship, the 7th extraordinary Congress of the Moscow Chamber of Commerce and Industry was held in the building of the Moscow Duma. The necessity for holding the Congress was dictated by the adoption of changes in the Civil Code of the Russian Federation, new amendments to the federal law dealing with “ the Chambers of Commerce and Industry in the Russian Federation” and the Charter of the Russian Chamber of Commerce and Industry, providing a number of structural and organizational innovations, mandatory for all the regions of Russia.
Its agenda focused on the adoption of a new edition of the Charter of the Chamber and on some important documents, regulating the activity of the MCCI, the election of a new governing body of the Chamber.
135 delegates participated in the Congress. As guests, the Congress was attended by the Head of the Department of Science, Industrial Policy and Entrepreneurship of Moscow, Oleg Bocharov, the Vice-President of the RF CCI Maxim Fateev, representatives of the executive and legislative branches of the government of Moscow.
Congress delegates adopted new guidelines for development of the MCCI till 2021, which combined three key issues: the enhancing of communications between business and government, providing business services and promoting the MCCI as the largest business association in Moscow.
By the decision of the delegates of the Congress, the MCCI’s Charter was unanimously approved in its new edition – the initial discussion of the Charter was conducted with the participation of the members of the Chamber, the text of its Constitution was amended.
During the Congress, the delegates adopted a decision on early termination of the powers of the Management Board and the early curtailment of the authority of the MCCI President, Mikhail Kuzovlev.
By the unanimous decision of the Congress, Vladimir Platonov was elected as the President of the MCCI, who previously held the post of the Senior Vice President of the MCCI. By the majority of votes, a new administrative council of the MCCI was elected, as well as the new governing body of the Moscow Chamber of Commerce and Industry – the Board of the MCCI.
Congressional delegates approved a new edition of the MCCI’s Regulation on the Audit Commission and elected a new Audit Commission of the MCCI, consisting of 3 persons. A new Regulation on admission to membership of the Chamber was also adopted, as wll as conditions for termination of membership, exclusion from membership and the procedure for the payment of dues by members of the MCCI.
