Moscow has purchased 76 billion rubles worth of goods and services from small businesses since the beginning of the year. The volume of purchases from Moscow's small businesses reached 76.3 billion rubles in the first 9 months of 2015. This was announced by the Head of the Department of Competition Policy for the City of Moscow, Gennady Degtev.
"The share of the capital’s purchases from small businesses in the first nine months amounted to 25 percent of the total procurements. In 2014, the volume of purchases from small businesses amounted to 98.7 billion rubles, or 17.7 percent of the total volume of the capital’s purchases.
Toward the end of 2015, this index may exceed 100billion rubles, thus, the portion in the share. He also noted that the share of small-volume purchases, access to which is provided by a specially created resource of the Government of Moscow –the Supplier Portal - compared to last year, is expected to grow by 11 percent - from 8.6 to 13 billion rubles.
The Supplier Portal provides secure access for government procurement for small businesses.
"The Supplier Portal has become the key tool, providing growth for small businesses in the total volume of purchases. The resource has increasedthe number of representatives of small and average-sized businesses involved in governmental purchases from several hundred to almost forty thousand. As of today, the Portal has more than 37 thousand registered suppliers, more than 1,3 million published offers, 682 thousand concluded contracts», - said Degtev.
He noted that the Supplier Portal encourages continuous increase in the growth of healthy competition by allowing representatives of SMP to raise the quantities of their orders’ backlog.
Gennady Degtev pointed out that all contracts are concluded electronically. This format allows to ensure the openness and accessibility of information - both for businesses and ordinary citizens, as well as minimizing the costs associated with the processing of transactions.
Earlier, on the basis of the report on procurementsby the capital, the mayor of Moscow, Sergei Sobyanin, ordered to expand the use of the Supplier Portal for the procurement of small amounts of goods, aswellas to complete the development and implementation of standard requirements as they apply to the purchasing of products.

The Supplier Portal, opened to increase competition and transparency in procurement, has been operating since 2013.
On the Portal, 1,500 offers and 700 contracts worth 50 million rubles are published daily.
