Mr. Suren Vardanyan, the MCCI’s Vice President, was one of the speakers at the Conference "Development of Export Potential of Russian Regions”, held on November 20, as part of the autumn session of the Forum "International Day of Import and Export”.
The participants of the event discussed the current system of export support at the federal and regional levels, as well as the role of the CCI’s system for business support infrastructure. The event was moderated by the Vice President of the Russian Chamber of Commerce and Industry. Mr. Vladimir Dmitriev.
In his opening speech, Mr. Dmitriev, drew attention to the most important role of exports in the implementation of national projects, economic recovery after the pandemic, as well as the technological development of domestic industry. According to him, enterprises, entering foreign markets, must be competitive on the world arena, and their products should not be inferior to foreign analogues.
The Vice President of the Chamber of Commerce and Industry of the Russian Federation described how the Chamber cooperates with State development institutions and enterprises all over the country in order to develop entrepreneurship and export. He particularly stressed the importance of the adoption of Federal Law No. 349-FZ "On Amendments to Article 12 of the Law of the Russian Federation "On Chambers of Commerce and Industry in the Russian Federation" and the Federal Law "On the Development of Small and Medium-Sized Entrepreneurship in the Russian Federation".
"The law provides us with considerable and comprehensive opportunities to strengthen cooperation with State institutions for entrepreneurship’s support in order to provide deeper and better assistance to Russian SMEs, engaged in foreign economic activity”, said Mr. Dmitriev.
The event was attended by Liliya Shchur-Trukhanovich, the Director of the Department for Development and Regulation of Foreign Economic Activity of the Russian Ministry of Economic Development. She narrated in detail the activities of the Federal Ministry for the Development of Russian Export Services and the programs, implemented jointly with the Russian Export Center.
Mr. Sergey Vologodsky, the Vice President of JSC "Russian Export Center", presented to the audience the main measures of the State support of export, implemented by REC, plans for developing these programs and the introduction of new support tools. He also spoke about the preparation for the launch of the "single window" exporter mechanism, based on REC's digital platform, in the development of which the RF CCI took part.
The system of export support in Moscow was discussed in great detail during the conference. Thus, the Vice President of the Moscow Chamber of Commerce and Industry, Mr. Suren Vardanyan, shared the Chamber's experience of interaction with the state structures for export support in Moscow and spoke about the work of the Moscow Chamber during the pandemic.
Within the framework of his report "The Role of the Chamber of Commerce and Industry concerning the Issues of Supporting the Export of Russian Companies to Foreign Markets", he described the projects and activities, implemented and conducted by the Moscow Chamber of Commerce and Industry under the current conditions in international and interregional markets. Among them: country conferences of the MCCI, Customs’ Consulting and Compliance Consulting Centers, "Documents in order" and "Business Market" projects.
Mr. Alexey Kalachev, the General Director of Moscow Export Center ANO (CES), spoke about the measures of the State support for exporters and CES’ services implemented in Moscow. He noted that in the period of restrictions the services of individual analytics of foreign markets and educational programs of the Moscow School of Export were in great demand.
Mr. Maxim Chereshnev, the Chairman of the Board of the Council on Foreign Trade and International Economic Relations, also took part in the discussion concerning the development of Moscow’s exports.
The regional agenda was continued by the Director of the Autonomous Nonprofit Organization, the "Volgograd Region Export Support Center” Ms. Victoria Afanasova and Mr. Alexey Pletnev, the Executive Director of the Moscow Region Foreign Economic Activities Support Fund.
They explained, in detail, how their regions promote the development of export activities of enterprises and what measures of financial and non-financial support are provided to exporters.
Speaking about the peculiarities of work in the period of pandemic and lockdown, all conference participants noted a positive tendency to increase the openness of the dialogue between the authorities and entrepreneurship. Governmental agencies have become more willing to listen to the opinion of the business community in order to adjust measures to support exports.
