The President of the MCC, Mr. Vladimir Platonov, took part in the investment forum of the Russian Federation and the Republic of Tajikistan, as well as in the visit of the delegation to the Sughd region.
Participating in the event, the Republic of Tajikistan was visited by a representative delegation of the Russian Federation, headed by Mr. Dmitry Volvach, the Deputy Minister of Economic Development of the Russian Federation. The system of Russian Chambers of Commerce and Industry was extensively represented at the forum: the delegation included the Vice President of the Russian CCI, Mr. Dmitry Kurochkin, President of the Moscow CC, Mr.I Vladimir Platonov, President of the South Ural CCI, Mr. Fyodor Degtyarev, the Deputy Director General of the CCI of the Nizhny Novgorod Region, Mr. Alexander Pushkin, representative of the RF CCI in the Republic of Tajikistan, Mr. Bobojon Sharifov, member of the RF CCI Council on financial, industrial and investment policy, the Head of the Center of branch economy of the RF Ministry of Finance, Ms. Inna Rykova, Chairman of the MCCI Committee on tourism and hospitality business. The following representatives of the Russian business community were invited: Mr. Sergey Abramov, the President of Caesar Club Corporation, Mr. Anatoly Filin, General Director of BelZAN JSC (member of Bashkir Chamber of Commerce and Industry), Ms Elizaveta Nikitina, General Director of Moscow Development Company (member of Moscow Chamber of Commerce and Industry) and a number of representatives of the Russian business community.
More than 250 representatives of Russian and Tajik authorities, enterprises and investors took part in the Investment Forum.
The Deputy Minister of Economic Development of the Russian Federation, Mr. Dmitry Volvach, welcomed the participants of the Forum on behalf of the Russian Government. He emphasised the importance of Russian-Tajik relations and expressed confidence in the growth of trade, economic cooperation and increase in joint production.
The Deputy Minister of Economic Development and Trade of the Republic of Tajikistan, Mr. Abdurahmon Abdurahmonzoda spoke about promising investment projects in various sectors of the economy of Tajikistan.
The Charge d'Affaires of the Russian Federation in the Republic of Tajikistan, Mr. Shamil Shamsutdinov noted that 2022 is a significant year for the Republic of Tajikistan and the Russian Federation - our countries celebrate the 30th anniversary of the establishment of diplomatic relations. He also spoke about the history of the project "Russian teacher abroad," which, in Tajikistan, has been successfully implemented for six years, and the fact that on September 1 Russia and Tajikistan opened five Russian - speaking schools. The opening took place in Tajikistan's largest cities - Dushanbe, Khujand, Kulyab, Bokhtar and Tursunzade.
The Minister of Industry and New Technologies of the Republic of Tajikistan, Mr. Sherali Kabir, in his speech, identified such sectors of the country as energy, transportation and communication, agriculture, mining (which may be attractive for Russian investors), and also emphasized the importance of industrial cooperation, innovative applications and Russian technological developments that can be implemented by the enterprises of Tajikistan.
The Vice-President of the Chamber of Commerce and Industry of the Russian Federation, Mr. Dmitry Kurochkin, spoke about effective interregional cooperation through the Chambers of Commerce and Industry and presented the possibilities of the RF CCI system in expanding investment and innovation between our countries, namely: selection and promotion of investment projects, implementation of Russian innovation developments in Tajikistan enterprises within the Interstate program of innovative cooperation of the CIS member states until 2030. These tools will allow to develop industrial cooperation and eventually increase the output of joint production.
The Minister of Energy and Water Resources of the Republic of Tajikistan Juma Daler Shofakir reported on the strategic objectives of the Republic of Tajikistan: ensuring energy independence and achieving energy security. To this end, the government has adopted several laws to stimulate the inflow of investment and create the most favourable investment environment. After all, Tajikistan has huge reserves of hydropower resources, which are estimated at 527 billion kWh per year, and 95% of the economically feasible hydropower potential has not yet been developed.
In his speech, the Minister of Agriculture of Tajikistan, Mr. Saadi Karimzoda, informed the participants about the current potential for development of investment cooperation in the agricultural sector and available projects in crop and livestock production, as well as about the demand for agricultural equipment from Russian manufacturers.
The Trade Representative of Russia in Tajikistan, Mr. Evgeniy Korenkov, said that 330 joint Russian-Uzbek enterprises have been established in Tajikistan and that the development of cooperation between the enterprises of both countries requires greater awareness of potential Russian investors.
Mr. Jamshed Jumakhonzoda, the Chairman of the Chamber of Commerce and Industry of the Republic of Tajikistan, emphasized the importance of inter-regional cooperation between entrepreneurs of our countries and the great role of national and regional Chambers of Commerce and Industry in the development of investment, trade and economic cooperation.
The President of the Moscow Chamber of Commerce and Industry, Mr. Platonov, in his speech, the prospects of interregional investment and innovation cooperation of Russian and Tajik business. The potential in this direction is considerable. TheMayor of Moscow, Mr. Sergey Sobyanin and Rustami Emomali, Mayor of Dushanbe and Chairman of the Upper Chamber of the Parliament of the Republic of Tajikistan, signed a cooperation program between the Government of Moscow and the executive body of the city of Dushanbe for 2020-2023.
The main areas of interaction between the capitals of Russia and Tajikistan in the next three years will be the exchange of experiences and the implementation of joint projects in urban transportation, urban planning and construction, improvement of the urban environment, business development, trade and services, telecommunications and information technology, industrial development and innovation, education and science, health, sports and youth policies.
In particular, the cooperation program provides for an exchange of experience in the development of roads’ infrastructure, including the creation of intelligent transportation systems and computer modelling of traffic flows, the formation of urban parking systems and transfer hubs. In addition, it is planned to improve the qualifications of Russian language teachers, working in Dushanbe, to organize courses for healthcare professionals, including infectious disease specialists, paediatricians, general practitioners in Moscow hospitals and clinics, dealing with on paediatric infectious diseases, IT specialists in telemedicine.
Tajik destination is becoming more popular among Russian tourists, said the Chairman of the Committee for Tourism Development of the Republic of Tajikistan, Mr. Tojiddin Jurazoda in his speech. A flight from Moscow to Dushanbe was included in the TOP-5 most popular international destinations at Vnukovo airport in the summer of 2022.
The Moscow Chamber of Commerce is actively involved in the development of business relations with Tajikistan. Last year the MCCI signed agreements of cooperation with the Chamber of Commerce and Industry of the Republic of Tajikistan and with the Chamber of Commerce and Industry of Sughd Region. Organization of business missions for the capital's entrepreneurs to the Sughd region is currently in progress.
Ms. Inna Rykova, a member of the Council of the Russian Chamber of Commerce and Industry on financial, industrial and investment policy, the Head of the Center of sectoral economics of the Russian Ministry of Finance, spoke on "Development of the concept of commodity distribution system of agro-logistics in the Republic of Tajikistan”.
Within the Forum, the organizers simultaneously held five panel sessions at which the Heads of high-tech enterprises of Russia, representatives of the authorities of Russia and Tajikistan, as well as the scientific community shared their experiences and told the participants about the most relevant topics:- opportunities for cooperation in the industrial sector, taking into account the President of the Republic of Tajikistan's declaration of 2022-2026 as the "Years of Industry Development;
- investment opportunities in the energy sector;
- development of tourism and folk crafts;
- investment opportunities in agriculture and product exports;
- investment opportunities in digitalization and information technology.
At the conclusion of the Investment Forum "Russia - Tajikistan”, the delegation of Russian business arrived in the city of Khujand - the administrative center of Sughd Region of the Republic of Tajikistan.
During the second part of the Investment Forum "Russia - Tajikistan”’ B2B negotiations were held, and 7 agreements were signed.
On September, 16 2022 Russian guests took an active part in the business forum of business circles of Sughd Region of the Republic of Tajikistan and regions of the Russian Federation in Khujand.
The Deputy Chairman of Sughd Region, Mr. Anvar Yaqoobi, opened the Forum with his speech, in which he shared the positive results of inter-regional cooperation in 2021 - 2022, and also proposed to discuss plans for further cooperation and implementation of existing investment projects.
Mr. Sergey Katyrin, the President of the CCI of Russia, addressed the participants of the Forum with a welcoming speech, in which he noted the growing interest of entrepreneurs from diverse regions of Russia to conduct business in Tajikistan.
Mr. Dmitry Kurochkin, the Vice President of the RF CCI, made a presentation on "The role of the system of Chambers of Commerce and Industry in the development of inter-regional cooperation with the Sughd Region of the Republic of Tajikistan, in which he revealed the mechanism of the investing infrastructure of the RF CCI, stressed the need to establish a transfer of technologies and developments between our countries, including the use of the world-class scientific and educational centers and capabilities of the Interstate Program for Innovation Cooperation between the CIS countries. He also offered the platform of the Chamber of Commerce and Industry of the Russian Federation for the presentation session of the investment attractiveness of the Sughd region.
On the same day, members of the delegation from the Russian Chambers of Commerce and Industry visited an exhibition of products of enterprises in Sughd region and visited the educational process of the Russian-Tajik SEI "secondary school with profound study of individual subjects in Khujand named after the writer, Mr. Anton Chekhov" (one of five Russian schools, which opened their doors in the Republic of Tajikistan on September 1, 2022).
Within the framework of the business program. the delegation from the Chamber of Commerce and Industry of the Russian Federation visited the joint Italian-Tajik enterprise "Javoni". CJSC JV Javoni is one of the largest textile enterprises established in October 1992 in Khujand with the participation of Italian shareholders. The main activities of the enterprise are deep processing of cotton fibre using modern technology, production and sale of cotton yarn, fabrics, wide range apparel (ready made garments for men, women and children), as well as consumer goods.) More than 900 employees of the company provide a full cycle of production Its products are exported to dozens of countries around the world.
The General Director of the enterprise, Mr. Ibrahim Gafurov, acquainted the delegation of the Chamber of Commerce and Industry of the Russian Federation with the production facilities for deep processing of cotton fibre using modern technology, production of cotton yarn, fabrics, garments of wide assortment. During the meeting, members of the RF CCI delegation presented a number of specific proposals for industrial cooperation with Russian enterprises.
The Vice President of the Chamber of Commerce and Industry of the Russian Federation, Mr. Dmitry Kurochkin, President of the Moscow Chamber of Commerce and Industry, Mr. Vladimir Platonov and Chairman of the MCCI Committee on Tourism and hotel business, Mr. Sergey Abramov, visited the CCI of Sughd Region and held working negotiations with its Director GeneralMr. Muhammadjon Mukhamedjonov. They shared their experiences and discussed plans for inter-regional cooperation utilising Chambers, as well as discussed the possibility of presenting the Sughd region on the platform of the Chamber of Commerce and Industry of the Russian Federation.
The delegation of the Chamber of Commerce and Industry of the Russian Federation also had a working meeting with the Deputy Chairman of Sughd region, Mr. Anvar Yakubi, during which participants discussed in detail proposals for the implementation of specific investment projects in the Sughd region of Tajikistan and a number of Russian regions.
The Sughd region is the largest industrial region of the Republic of Tajikistan, which, occupying no more than 18% of the total area of the country, is characterized by the following indicators: the region is home to one third of the country's population, up to 65% of the manufacturing industry and about 85% of the mining industry. The region also has a well-developed agriculture and an extensive transportation network, including highways to Uzbekistan and Kyrgyzstan. It is home to 69.8% of silk production and 82.2% of canned fruit and vegetable products.
