Mr. Vladimir Platonov, the President of the Moscow Chamber of Commerce and Industry, as a member of the Moscow Government delegation, took part in the ExpoReal exhibition in Munich.
The task of the Moscow delegation was to promote the key concepts and practical solutions in the fields of architecture, urban planning and economic development strategies of Moscow, being one of the largest metropolitan areas of the world.
The exhibition presented Moscow's most iconic projects, with a planned extensive business programs. These projects are designed to demonstrate to the global professional community the investment plans and programs implemented in the field of the capital city infrastructural solutions, urban development of the city space, development of Moscow technoparks, improvement of the urban environment and quality of life, historical development and identity preservation of the capital.
On the 11th of October , Mr. Platonov participated in the inauguration of the exhibition stand of the Moscow City Government, together with Mr. Sergey Cheremin, the Minister of the Moscow City Government, Head of the Department for External Economic and International Relations of Moscow, along with Mr. Sergey Kuznetsov, the Chief Architect of Moscow.
Then the MCCI’s President made a presentation in the Showcase "Infrastructure Projects. Changing the appearance of Moscow".
Recently, one of the main trends in urban planning policy of the world’s capitals is the implementation of large-scale infrastructural projects that transform the appearance of cities and improve the quality of life of the inhabitants.
In his speech, Mr. Platonov presented several aspects of economic, architectural and overall strategic developments of Moscow, based on close cooperation between the city authorities and business community, namely the development of public-private partnership arrangements in the city.
The development of public-private partnerships (PPPs are an arrangement between government and private sector for the provision of public assets and/or public services) and attraction of private investment in infrastructure industries is one of the priority areas of Moscow's investment policy.
For three years now, Moscow has been one of the leading regions in terms of PPP development in Russia (according to the Ministry of Economic Development). The total volume of PPP contracts, concluded by Moscow since 2013, exceeds one trillion rubles (about 12 billion euro).
The city supports investment initiatives of any scale and creates conditions for the use of all available forms and mechanisms of PPP, which take into account the best practices and international experience in the implementation of projects.
Public-Private Partnership Projects in Moscow:
Moscow has accumulated extensive experience and a well-developed regulatory and legal framework that allows the implementation of projects using various forms of PPP, such as:
- concession agreements,
- lease with investment obligations,
- life cycle contracts,
- Offset contracts, etc.
The main PPP projects implemented in Moscow are:
- The project for the construction of the Northern double of Kutuzovsky Avenue;
- a project for the creation of a cableway over the Khimki Reservoir;
- acquisition under the life cycle contract (LCC) of metro cars, streetcars, buses, electric buses, etc;
- the project for the creation of two plants for environmentally friendly processing of sewage sludge;
- a project to create a geriatric center;
Long-term contracts for the supply of pharmaceuticals with investment obligations of the supplier-investor to localize their production in Moscow (offset contracts) and other projects.
A program for creating transport and interchange hubs (TIH).
What is imperative is to combine the efforts of the city authorities and entrepreneurs in the following areas:
1) Development of investment projects and subsidies for SMEs like "Bakery at Home" - the city provides a site, a business launches a bakery - creates jobs and equips the ecosystem in a particular area.
2) Building high-speed highways is a long term and massive investment for the city government. The construction of services around highways is taken over by businesses, guaranteed by the government.
3) The services of medical centers and private clinics, especially during the pandemic, are especially in demand, so the city government promotes the private initiative of businesses to create new medical facilities.
