On February 15, the Moscow city Duma passed the law that amends the Moscow law no. 17 “On the Moscow Chamber of Commerce and Industry”, passed on March 27, 2002.
The changes have been made in connection with the need to bring the urban document to conform to federal law.
Amendments to the Bill, received after its adoption on first reading last spring, were presented by the President of the Moscow Chamber of Commerce and Industry, Member of the Moscow city Duma, Mr. Vladimir Platonov: "The Bill passed a broad discussion in the entrepreneurial community. In the end, it was suggested that the earlier document should adopt nine amendments. Most of them are of legal and technical nature. In addition, it is proposed to determine more precisely the scope of the MCCI’s activities, including the area of participation of the MCCI in the resolution of economic disputes.
According to the current version, the Moscow Chamber of Commerce and Industry will participate in the formulation of projects on technical regulations and standards, assess the conformity of their goods, works and services. In accordance with the Federal Law in regards to the the Chamber, it will start issuing documentation, confirming the country of origin of goods, carrying out the work and providing services for the municipality and state.
Also, as of the now, the Chamber has the right to conduct an independent identification examination of goods and technologies in accordance with the legislation of the Russian Federation on export control.
One of the amendments grants the Chamber an additional functional authority, in accordance with the Federal Law On 27.07.2010 “On the alternative procedure for the settlement of disputes with the participation of a mediator (procedure of mediation)". Mr. Platonov stressed that the business procedure of mediation has great prospects and can be applied even more successfully than in civil proceedings.
The MCCI’s Deputies voted unanimously for the adoption of the Bill in its final form. The Act will enter into force after having been signed by the Mayor of Moscow and the official publication.
